​The mission of SOAR is to assist law enforcement agencies, public safety training academies, campus security, and public safety communications centers in achieving and maintaining accreditation through the Commission on the Accreditation of Law Enforcement Agencies, Inc. (CALEA®) and now through State of Ohio Law Enforcement Accreditation..

SOAR actively supports the concept of accreditation and/or certification of law enforcement agencies, public safety training academies, campus security, and public safety communications centers, its philosophy, and objectives as a means to enhance the quality of public safety services. Therefore, SOAR shall be an organization for its member agencies to encourage communication, cooperation, support, and the sharing of resources.

SOAR, as a representative of its member agencies, shall act as a collective voice to CALEA and other accreditation and/or certification related organizations in matters and issues of concern and relevance to its members.
